Glossary


All seasons resort – A resort providing single or multi-season recreational activities and facilities and the development of at least 100 bed units of overnight accommodation. New capital investment must total at least $1 million in recreation infrastructure. Examples of all seasons resorts include land and water-based resorts, agri-tourism resorts, health and wellness resorts, golf resorts, ski resorts and casino resorts.

Allocation by direct application – The process followed when Crown land is to be disposed of for an all seasons resort development by permit, licence of occupation, lease, right of way or Crown grant. This is done under the provisions of the Land Act.

Allocation by proposal – The process followed when Crown land is to be allocated for an all seasons resort development by a master development agreement or operating agreement.

Expression of interest – A document from a proponent that begins the allocation by proposal process. It is a high level outline of what the proponent wishes to do with the proposed resort development.

Formal proposal – A document prepared and submitted by a proponent when invited to do so by the branch. Building on the expression of interest, this is a detailed description of the proposed all seasons resort development.

Management plan – A plan that must be submitted as part of an all seasons resort tenure application package. The nature of this plan will vary, depending on the type and scale of the proposed development, but it will generally cover topics such as descriptions of the proposed recreation infrastructure, services and amenities, servicing and utilities, construction schedule and costs, economic benefits and other information.

Master development agreement – An agreement used for resorts (including alpine ski resorts where they include base area development) where the project involves the sale (fee simple disposition) of Crown land for real estate development and the non-fee simple disposition of Crown land for recreation improvements. The agreement sets out the terms and conditions of the resort development, including the rights to acquire tenures and fee simple grants.

Operating agreement – An agreement used for resorts (including alpine ski resorts that do not include base area development). The agreement sets out the terms and conditions governing the development of the resort.
